The Garment Worker Protection Act (SB62) is a California bill that aims to end wage theft in the state’s garment factories, where makers, most of them immigrant women of color, routinely earn as little as $3 an hour. California is the largest apparel-manufacturing hub in the United States, and clothes made there are sold globally by major brands. This is a bill impact that impacts consumers everywhere. And a growing list of 140+ ethical and sustainable brands and organizations are leading the way in endorsing the bill.
SB62 will ensure minimum wage for garment workers both by ending the piece-rate system of pay and by holding brands accountable for garment makers. The bill is powerful precisely because it mandates joint liability for brands. The prices that brands pay to factories are the root cause of wage theft, a fact established by multiple California Department of Labor investigations, which have found that brands like Forever 21 consistently pay as little as 50% below what it would require for suppliers to meet the minimum wage.
“What I want is for all the workers, above all, to earn what is fair. What is real. The brands hold a lot of responsibility,” says Fernando, a garment worker in Los Angeles with 27 years of experience.
